It was clear from the thought leaders that a major part of successful residential programs was to have youth oriented services such as peer mentors and youth empowerment as part of the service structure linked to the residential placement.

Residential placement is an integral part of a service structure for YIT. An unfortunate by-product of the lack of seamless services for YIT is that many end up homeless or in the criminal justice system. A stable residence would provide an opportunity for individuals to have a successful transition to adult hood. There are several models in place nationwide. They vary in size and scope.

Other housing priorities expressed by the Advisory Group and from the stakeholders interviewed included:

  • Various housing options including congregate community residential beds, clustered housing, single room occupancy beds and supportive apartment
  • Safety
  • Links to services.
